Cat pee smell

Looking at an investment property that fits all our requirements. It is actually quite nice, but it has an UNBEARABLE CAT PEE SMELL that hits you like a ton of bricks when you enter the home. There is no carpet in the house, just oak wood floor. The walls are textured. Few questions: Deal breaker? Can you ever really get rid of cat pee smell, even if you rip out the wood floor, subfloor and replace the bottom half of the drywall? How much should I negotiate down to make up for mitigation cost, time and effort to make it worth it? The house is 900 sqf.
